Need legal help with public utility.?

I recently bought a foreclosure after closing and fixing up the house I contact the sewer company. They inform me that they knew nothing of the foreclosure and that there is a back balance of $650 on the bill and that they will not be able to turn on the sewer until they find someone to pay the bill. They are technically a private company. If I was to file suite against them would I have a leg to stand on? I fell like im being extorted.

Also the previous owner is dead and I live in Colorado.

I think you are being extorted.
When a privately owned garbage hauler in Oregon tried the exact same thing with me, I gave them the name, address and phone number of the executor of the deceased persons estate(this info will be on your mortgage papers or can be looked-up at the county courthouse). I told them it was their responsibility to collect their bills, not mine. When I threatened to call the Public Utilities Commission, they suddenly were able to start my service before collecting the bill.
If they are holding you responsible because they were unaware of the foreclosure, your closing documents should provide them with all the proof they need.
